What does NIS treat?

Let’s take asthma for example. 
Asthma is a ‘label’ given to describe inflammation of the airways, causing respiratory difficulty.  The common approach is to treat the inflammation, perhaps with an inhaler.  But the inflammation is a symptom only.

pathological issue (perhaps bacterial) physical issue (perhaps digestive) emotional issue (in the non-cognitive sense)

So rather than taking the one approach used elsewhere and treating ALL allergy patients the same, with NIS the practitioner is given the tools to take a ‘closer look’ at what is happening for that individual, and treat accordingly.
Question?  Why does structural integrity become undermined and nerve irritation remain, in spite of spinal manipulation?
